check for water damage. life up the spare tire and see if there is any mildew. also since it has 63k on it, if it hasnt been done recently, change the timing belt. check the plugs if possible, little things that are overlooked but will give the telltale signs of neglect or abuse. do a search on yahoo for car buying tips. there are many websites out there that will have lists of things to check out. good luck and remember. sleep on it and dont take the first offer they give you.

I think he will be alright on the timing belt part, you will be able to wait a lot longer before needing that changed!

better to replace the belt early than wait for it to break

I definatley say check the carfax report. See if it's failed emissions or has anything suspicious.
Back in the day I went to this shady deal (inexperience with used car buying) and he tried to get me to buy this celica that looked ok on the outside.
But check the hoses. Dont let paint fool you, or even clear spraypaint can make the engine bay look very nice. So watch for those things. Ask who drove it , and what kind of driving it was.
Always trust your gut feeling, if you check it over and are not completely satisfied don't buy it. There will always be another car if this one doesn't work out.
That's my .02
