Your cold idle air valve thing is plugged or gummed up and it's not doing it's job anymore. That thing is located right under the throttle body (First gen JDM B16). It has a coolant hose going through it. As the coolant warms up, the valve closes and idle returns to normal. Remove it and clean the inside with carb cleaner. Sometimes it works best if you let it soak for a couple of minutes.
Good luck

ON Cold start-up, my idle is stays too low and wants to die, it use to be at 2000rpm until it warmed
