Fuel pressure regulator cutoff valve???

Fuel pressure regulator cutoff valve???
Is the FPR cutoff valve needed or can I safely bypass it? It is (supposed to be) on the firewall next to the map sensor and the Purge cutoff solenoid valve. I've got a DX and it didn't have one to begin with and the B16 didn't come with one either.
