Sounds like a bad IACV (Idle Air Control Valve). It should be located somewhere on the intake manifold. It should have 2 hoses on it, that contain coolant. Basically, the IACV allows extra air into the intake manifold during cold starts to allow the motor to get to operating temp quicker. Often, when a IACV goes bad, fluctuating idle is a symptom.

this problem is usually associated with engine swaps, and it can be caused by
a bad eacv , vacuum leaks or about twenty other things. If you do a search on this
site you will find a wealth of info from people who have had this problem.

good luck

P.S. for the time & cash involved, clean the intake inside & out with carb or throttle body
cleaner (especially the eacv, but make sure to let it dry before putting it back on) and
replace all of your vacuum lines. This would be a good start.

cheers

might just need to take it off and clean it out with carb cleaner.
