lights out on my 91 accord

lights out on my 91 accord
I tried to turn on my headlights the other morning, and the only thing that came on was my headlights. The dash lights, tail lights, and parking lights won't come on. I checked all the fuses, and they are all fine. If anyone has any suggestions, or has had this happen please respond. The guy at Autozone thinks it the relay, but i don't want to spend 45$ on that if it's something else. thanks
