Yeah, it would look kind of silly to have one bumper on top of the other.
But seriously, you need to remove the US bumper cover and supprt.
then install the JDm bumper cover with its own bumper support.
The US bumper support cannot be used with the JDM SiR bumper cover.

No I am talking about the bumper support.
It's the heavy (US) metal piece inside the buper.
The JDm bumper has a very thin and light weight BUMPER support.
The piece in the link is known here in the US as the radiator support, whch really does not have anything to do with holding the radiator.

no you dont need the JDM fenders.
1. just remove you hood. put sir hood on.
2. Remove front bumper ( remove lower bumper lights 2 screws per side, than remove the 12mm bolts behind the bumper lights. 2 per side. then remove the 2 suppport screws in wheel well. 2 per side. then finally check under the bumper and remove any of the dust cover screws or bolts under there. thats it. ) lift and remove bump. small amount of force is needed. if it fights you forgot something. Once bumper is off you will then be able to see the bumper reinforcements and NO you dont need them. toss them in trash.
3. Remove head lights. 2 bolts on top. 1 below and i believe 1 on each side.
4. Remove your rad support. 2 10mm bolts each side. remember to also remove hood latch.
5. Dont touch the fenders.
6. Install JDM lights
7. Install JDM rad support.
8. Install JDM bumper.
9. Install JDM bumper lights.
Thats all thats needed to install the front end as far as mechanics are concerned

Sorry i dont mean to be rude but if you dont know how to do an install dont do it. or get a helms and read EVERYTHING then slowly try it yourself. Sorry if i come across as a dick. but i dont think we can get anymore simplified.

just get the sir rad support. im sure its not expensive, it would be a big headache to try to ghetto rig the other one.
is ther a way to make the hood fit on a usdm rad support?? i heard u can move it up to 1/2 inches is dat gona work?

The US one will work just fine. All I had to do was slot the mounting holes on the latch that bolts to the hood. I used a round file and 5 minutes to do the job.
People will tell all kinds of crap, like the JDM headlights not fitting with the US radiator support, not true.
The Us one will work 100%, my JDM carbon SiR hood closes better than the US OEM one I had there before.
