i used Photoshop.. and i am pretty sure jooknow it.

i was just playing around and fugured it out.. if joo have photoshop.. go to filter
and try some of them

anyways. here is how i did the 2nd pic

1. select all the area of your car.
2. click filter ==>others==>high pass. then adjust
3. click select==>inverse (to select the background)
4. click filter==>filter==>blur===>radial blur. then choose zoom then adjust.
