I've got $1000 what should I do?

Depends on which type civic you have (dx, cx, ex). If its an EX I would suggest saving for a turbo kit (depending on what your power goals are). If your not looking for that much power and dont have the EX, swap to an EX head and EX intake manifold! That should leave you plenty of money left over for a cat back or headers. Another thing that you might want to look into is suspension.
Koni yellows and Ground Controls or H&R Sports. Maybe even a used rear sway bar.
Suspension mods are a night-and day difference. It feels like money well-spent.
Getting 5 horsepower from a bolt-on isn't quite as satisfying.

Don't blow it right away!
I too recommend suspension, soo much fun to go from stock to a nice quailty suspension upgrade; don't forget alignment or camber adjustment if need be.
You don't need to spend more than $700 on sus. unless your planning to auto cross -
Save the rest for swap IMHO!
I take you don't have an SI engine, don't waste your time on parts for your current engine; don't take me wrong SOHC screamers, some of you have of fast little engines, however it doesn't seem that he is going to take it as far as you!
