it all depends on the HP numbers you put out and more.
each application requires different sizes, height, and width.

A taller tire changes gear ratios. A wider tire is more weight to have to spin around. Give us some info on your car. What your looking for is a tire that will let you end at at the top of the choosen gear which is dont through height and the width can control how much tire patch is on the ground which can control the traction issues.

well i havent started my car yet, but here is my info...

gsr motor
GE sleeves
T3/T4 60-1
Si tranny w/quaife
Speedpro

My car is real low with a camber kit and the only way i can fit big slicks is to raise it but my camber will be on the positive side. i dont want to keep getting an alignment every time i go to the track. i can fit 22x8x15 with no problem, i was wondering if around 23x9x15 would do much better because i believe those are the biggest i can go without rubbing.

You don't always want a taller slick. Taller = numerically lower gear rations which = slower accel, more top end. I can't really help you for sizing because i'm a newbie to import stuff myself, but bigger isn't always better.

seeing as he has a Si tranny and a built/boosted GSR motor, he is gonna need AT LEAST 22-23" tall slick.

My bro has a boosted lude pushing 290 hp at the wheels and is running 22x8 mickey thompsons on 15's... but he would like to go with a 24x9 but cant find them for a 15 in wheel. he spins comming off the line a little which is hurting his 60' and doesnt get the acceleration on the top end that he should and one know who makes a 24x9 or 24x8 even for a 15" wheel??

the 9.2's will be good but you will have to be running some Drag wheels that have a backspace that will clear the suspension. The 9.2's might hit the insides in some cars. decide whats the widest slick you will be going with and thats how you base the backspace of the DRAG rim you will use.

when my cusin was running the 99si tranny he was using 24.5/9/13 Mt's. He had gsr motor stock sleeves, je slugs, eagle rods. and T3/T04E turbo boosting 12psi he made 355whp. Even with those slicks he was spining them through 1st and top of 2nd.

whats the largest size to go on a stock dc 99gsrchasis? idont want to modify the fenderwalls or ride height everytime i just want to go to the track. car should be making in the high 300's and into the 4s w/ racegas...

im not sure if i should use a 15" rim, 13" rim or bogarts? 22X8 seems like the common slick size but should i go larger?
