jdm header flanger question

does the jdm flange used to add the jdm header to the stock bolt onto the cat or is it welded on?

you cut the old flange off the stock cat...and weld the new flange in it's place.

does anyone know where i can get this flange? i need it by friday, so i would have to get next day shipping since tomorrow is thanksgiving.
