so i should loosen one of the locknuts turn the adjusting screw, then tighten the the locknut and then do the same thing for the other locknut/adjusting screw that is next to it?

Helms service manual might be a great investment for you. It covers this and more, step by step, with drawings and pictures.
I can't begin to count how much money owning this manual has saved me.
good luck with the adjustment.

you dont need a special wrench, just a firm hand with the screwdriver when you re-tighten the locknut. remember to do one valve at a time, loosen the locknut, insert the feeler gauge between the cam and arm, tighten or loosen the screw with your screwdriver then when it is perfect, tighten the locknut without letting the screwdriver move. remember to check the clearence one more time with the locknut tight to make sure you didnt get the clearence too tight. then move onto the next. I am doing mine in the morning, autoX on sunday.
Do you and your car a favor find someone who has done this before and knows what they are doing to show you how to do it. Also I would not even suggest even attempting to work on your car without some type of manual! Even the most professional mechanics use the factory manuals so someone trying to learn how to work on their car definetely needs one!
