Default D16 Not running right - HELP

Hey guys,

I've been building a D series recently since my old D15 died and am having an issue.
I got a D16 block with P29 pistons that's been freshly refreshed. I kept my B2 head, took it to get renewed aswell just in case. I have intake and throttle body from 1.6, 4-2-1 headers, S20 transmission, K&N coldair intake, slightly lightened flywheel and a HKS exhaust setup.
I'm running into an issue around 5,200RPM and onwards. When going flat out -> the car suddenly what feels to me "suffocates", it tries to push through but the revs stop winding, slow down and it makes no power, as if someone smoothly applied the brakes. Won't reach redline when under load / driving. If i rev it in place, it smashes the redline very fast. I've checked everything mechanically that I could, but I'm running on an OBD0 ECU what I think is the PM4. The car has A6 240cc injectors.
Someone mentioned it could be the car isn't getting enough air/fuel at those revs at full throttle because the ecu is mapped for stock d15b2, which makes sense but I had no way of checking.
So I decided to get a P28 ecu with an emulator for live tuning to hopefully fix that. I also got an OBD1 distributor from a D16Z6, AFR gauge and a wideband sensor. I bought all the conversion harnesses and wiring for ECU and the distributor, went to do the swap only to realize the distributor screws don't match up at all whatsoever, so I can't mount it. Then, someone said to swap the internals into my distributor -> turns out they don't fit. Took it all apart just to realize the screws dont match up there either for anything.
I put the distributors back together and got my car running the same way it used to on OBD0.
What do I do? How do I get the OBD1 dizzy on? I tried another from a D15Y7 and that has the same issue. The screw placements are just not matching up. Do I need a new head that was designed for OBD1? Like a Z6 / Y7?
I'd love to get the Z6 for VTEC but they are so rare and if you find one its expensive asf where I live.

If anyone has any ideas how to get the car pushing smoothly to redline, please help.
