Default Honda Civic 2003 no injector pulse on injector 2

I have a Honda Civic 2003 and injector 2 is not pulsing, cannot figure out why. I had recently went to get my head resurfaced and new valve stem seals replaced. I have the fuel rail injectors out so i can check the injectors pulse and it fires in order 1-3-4 but there is no fuel coming from injector 2. I removed the injector 2 connector to check for ground on the yellow cable and it has ground. The fuel injector is good, i have changed injectors many times and i have a fuel injector tester to test the injector. I came to a conclusion that there is no pulse coming from the ECM. I have changed the ECM and programmed and its still the same issue. I dont know why this is happening. I'm thinking of replacing the wire to the ECM. I also checked for voltage on the red wire of injector 2 and has 12v. I need to figure out why this is happening. I'm going to check it more thoroughly tomorrow. Could somebody help me figure this out?

Hello update: after changing ECM. ECM now pulse but it seems to only work for 30 seconds and then it starts misfiring. It seems like the ECM, shut down the injector 2 on purpose. Here is video:
