Default Idle problem for 88 hatch

Just picked up an 88 hatch that has stock d15b2 in it and was told it has a vacuum leak well after cleaning iacv and taking throttle body off and putting everything back together car sounds like it’s idling way higher than it should be, so after diagnosing that I think it’s something to do with the piece the throttle cable hooks onto at the throttle body it doesn’t quite reset like it’s suppose to what’s the best fix and is there one that’s not getting a new throttle body?(not oppose to having to get new parts)

Following for replies.

I just changed my IACV because cleaning it didn't do the trick. Mine runs much better.
