Icon5 '96 Civic B swap No Crank No Start condition

Hello everybody, I'm at the tail end of a B swap and have a no crank no start condition. Start is good, able to jump it and it cranks, battery is good, 12 volts, ignition switch is good, tested it as described in the service manual for our cars, neutral safety switch seems to be not the issue, shorted it with a paper clip and still no crank, main relay is good, tested it as described in the following youtube video:

The problem seems like it's something with the starter signal wire but it has continuity back to the plug that goes into the engine bay so it doesn't seem like its an issue with the new harness I got for the swap (Jackspania OBD2 - OBD1 conversion [I know this is a **** brand, didn't realize until it was already installed]). I got lights on the dash when I try to start it, fuel pump primes, but no crank. My last option is either wires that went bad while the car sat for the swap (it started fine before it) or the starter relay which I've found very limited info on albeit I can probably keep researching. Any tips, thoughts or ideas would be awesome! I need the car driving ASAP because sharing a car with my girlfriend has sucked.
Ask any clarifying questions as well, just need help with this, I'm quickly losing motivation on this project and I've felt so close for so long.
