Default Running issues

I have a 95 Honda Civic EX with the D16Z6. It runs rough and fights itself bad when the throttle is pressed. The only time it has decent throttle response is when I plug the little bleed hole in the throttle body for the IACV. Anyone know what could be causing this? The timing marks are all dead on and the ECU tested good in another car. There's a battery light even though the voltage is at 14.5 when it's running. There isn't any CEL's. It has a new distributor, cap/rotor, plugs, wires, FITV, IACV, MAP, TPS, coolant temp sensor, intake air temp sensor, O2 sensor, fuel injectors, FPR, and fuel pump.
