Keyless Entry Won't Function
I have a 2002 Honda Civic LX. The keyless entry worked fine until a month ago. I thought the battery in the key fob could be weak so I replaced it. The little indicate light on the fob comes on when lock/unlock buttons are pressed. I've tried numerous times to reprogram the fob. It will not enter the program mode. I've followed the instructions correctly.
I even went to the local wrecker and got two other Keyless Entry Modules to try. None would enter programming mode.
Any ideas on what could be causing the issue?

Is it the original fob or a replacement? I couldn't get a replacement I'd ordered to work on mine either. Since I bought it on Amazon I returned it and got a refund. I then ordered a Dorman fob which cost about twice as much as the one that didn't work. The Dorman programmed and worked perfectly.
So in my case the solution was to get rid of the cheap remote fob and buy a good quality one. Range is about twenty feet.

I am using the same key fob. I also had two other fobs in the house that I tried to program. None of them worked.
When I first tried to re-program the fob that I previously used successfully, the car sounded like it would go into programming mode (door locks would click) after I did the ignition/push button cycle thing TEN times, but yet when I tried to lock the doors, I was unsuccessful. It no longer clicks the door locks after 10 cycles.
