Icon5 1996 Honda Civic Dx to Ex swap No Crank or Start

Hello guys, I bought a 1996 Honda Civic Dx from FB marketplace in October. The original owner blow the motor and my first plan to swap and the VTEC D16Y8 into the car since the original engine was blown. Fast forward to now I've picked me up a D16Y8 from a junkyard that told me that engine was in good condition and that the owner only traded the car in because of a rusting subframe. Fast forward shortly after I got my used engine I have mounted it into the car all on my own and even went as far to hook up the wire harness and a new ECU I got for the car I got from eBay that stated both parts were from a 1996 civic Ex M/T. I also kept the original M/T transmission from the blown motor and paired it with the new VTEC motor I got, and yes I did plan to swap the transmission but I planned to do that after I got the car up and running. But now that everything is installed correctly for the most part, I am experiencing a no crank no start issue and I'm personally lost on what to do. Recently I've checked my grounds with a multimeter that told me my grounds had more than 10v in them reading at 12.5v and my starter at advanced auto also started right up when they tested it. I've also tested my battery with the same multimeter that also read that the battery was at 12v's which is enough to crank the car. But it seems like when I turn my key to start the car, my engine light lights up and then goes dim, then shortly after that I hear humming/clicking noises from my passenger side of the car on the inside near the ECU (I also have videos detailing more of this). Also before I disconnected my cooling fan, when I would turn the key to try to start the car up it literally just spun my cooling fan instead of sending power to the starter to crank the engine. I know it not the fuel pump because when I turn the key to ACC or even try to start the car I've seen and smelled fuel priming the engine so I've eliminated that cause. I am also worried that if the engine keeps priming itself that I'm going to mess up my engine (I only say this because every time I turn my key I consistently smell fuel and feels as if that's not a good sign). My instincts tell me its something regarding the ECU because I've been told that because the engine and transmission aren't the same that the computer doesn't know what to do because its not tuned (mind you when I got this ECU I didn't get it tuned or even looked at just hooked it up to the new harness I got). So far I've added my short ram intake to the car and tried to see if that was the problem but to no solution to my issue. I am reaching out to anyone that knows or have done swaps like these on these older Honda's that's good with identifying electrical issues on no crank no start.
