High idle has me stumped

Default High idle has me stumped

Got a this accord from family friend.
1994 accord ex 5 spd 164k miles
It's been neglected.
I've replaced a boatload of parts
Runs perfect now except idle is consistent at 1100
Here's what all I've done (may forget a few)
Distributor,plugs, wires, adjust valves, clean EGR ports, tps, clean throttle body, throttle body gasket. VTEC valve, iac valve, fast idle valve, thermostat, radiator, catback exhaust (OEM style), fuel pressure regulator, injectors, deleted cruis control, deleted emissions crap like EVAP. Pcv valve.
I've adjusted the idle adjustments screw down and it'll idle correct at start up, but once I start driving it idles at 1100. No vacuum leaks, I cannot find a timing mark to use a timing light so I've adjusted the distributor and tps by hand to where it feels perfect to me throughout the rpm range. Throttle cable is not to tight.
What am I missing?
Why does this car have both a fast idle valve and an iac? To me that seems redundant?
I've bleed the cooling system from the bleeer multiple times to make sure I don't got a bubble in the iac or fast idle valve coolant.
My only active code is for the VTEC, the VTEC solenoid I replaced did not fix that code
Do these cars (obd1) also use one of the 2 coolant sensors for fast idle? Or for open and closed loop fueling?
