Hello, will like to check where is the hose suppose to be connect at or is it purposely left unattended?

 

The blue hose would go to your charcoal canister... another hose would also go between your purge control solenoid and the charcoal canister... and then a third hose would go from the top of the canister to the open port at the 12 O'clock position on the throttle body.
