2009 honda civic hybrid starts then stalls
Hello, my name is Ed and I'm trying to solve a problem that I just can't get past. Any help or direction from someone would be greatly appreciated.
the car starts then stalls. The only code i have is for a p0463. The guage lights up but shows no gas level. The orange gas can is blinking and for miles left for fuel it's flashing-42
I premature put a new fuel pump assembly and a new 4 pin connector. I'm still having the same problem.
If I take a car battery and alligator clips and put power to the fuel pump thar way the car will run great as if it were brand new. I let it run like that for half an hour to see if any codes or problems would come up. Nothing, everything was great.
the one problem I'm having is when I check for power and ground at the plug I have ground. And I have constant battery voltage also with KOEO. From everything I've read and all the videos ive seen you're only supposed to get battery voltage for 2 or 3 seconds when you first cycle the key for the prime. Im getting constant battery voltage. And when i turn the key off it goes back to 0.
Any help and time would be greatly appreciated. I'm sure it's something stupid or simple that I'm missing. I am super thankful to anyone who may read this and offers help or advice. Thank you so much and have a wonderful day.

ADDED INFO..... I have constant battery voltage with the plug unplugged, once I plug the plug back to the fuel pump I loose voltage testing with back probes. As soon as I unplug the fuel pump I see battery voltage again.
I did cycle the key with the plug plugged in and I got nothing. As soon as I unplug the connector i get full battery voltage.
