Default D16y5 running extremely rich

Hello, I have a 96 civic hx with stock d16y5. It is running extremely rich to the point there is fuel in the crankcase. No codes in the ecm. Wondering if anyone has had a similar issue. I have researched and bought and tried numerous things and nothing has worked. With live data up on the scan tool and driving 60 to 70 if you let out on accelerator you can actually feel the engine begin to decelerate, and the primary o2 sensor goes to negative voltage (meaning extremely , Iean right? And the secondary will lean out as well. However at regular hyway driving or at idle the 1st o2 is always way lean and second is always really rich. I smoked the cat and no leaks, no cracks in exhaust man. This car will misfire at those hiway speeds if you barely have it under throttle or kind of lug the engine. The crankcase smells of fuel and will actually increase its level over 1500 miles. I changed the plugs and indeed they were black and had carbon build up. Injectors all ohm out the same 10.3. Compression is close across all cylinders around 130, this seems low but this was on a cold engine. I did have throttle open though. It looks really clean under the valve cover and the engine only has 80,000 miles. Looks like an honest unmolested engine bay, all original. Valve lash was correct on all valves. I have tried a different but newer 97' ecu with same reading on live data, also tried different primary and secondary o2 sensor no change. I've cleaned all the egr passages. When injectors were out there was heavy wet carbon gunk on the ends. I sent them out and had them cleaned and flow tested and leak tested, all good. Sprayed carb cleaner around the intake, no idle change or vacuum leaks heard. Idk what else to try? The first attached Pic is data on the hwy just normal driving, the second is shortly after vehicle was started and idling in the driveway, third is on hwy after letting off throttle enough to feel the engine kick out to no load and have the negative fuel trim on the primary o2. Hope this is enough to get some help on the issue. Thanks in advance for any help.
