Am I reading this OBD1 engine code correctly? (1995 civic 4dr)

I'm reading the engine codes for my CEL

I'm reading it as code 19 (1 long flash, 9 quick flashes) -- which is the "19 Automatic transmission lockup control valve" according to this thread

Am I reading it correctly?
