Condenser fan not coming on

Default Condenser fan not coming on

This is a 98 civic. Never had AC from factory. Not sure where the vehicle came from. Boss purchased for his son, in Texas so need AC. I put new evap/temp sensor, had to get a box from another Honda in junk yard as this did not have one. Hoses, condenser, condenser fan, dryer/sensor. Got the harness for compressor, dryer and fan from junk yard. The previous owners replaced the engine and trans, so there was a working compressor on the new engine. Added oil, put system on vacuum, seemed to hold. Started adding refrigerant but the fan wasn’t coming on.
The AC button was covered but when I took it off the light and slot to press it on off is there. So, with engine on and AC on the fan doesn’t turn on. I’ve done many of the tests I’ve found on forums and “think” I have narrowed it down to being whatever sends power to activate the relay for the fan. There is continuity from the blue/wht wire from fan to box, so no broken wire. No power to fan. Fan comes on when power added so fan is good. Did jumper test on green plug, I believe it’s a temp sensor in engine. Said once jumped cooling fan and condenser turn on, only cooling fan comes on. Swapped relays, still nothing. Did the key on ground dryer sensor plug, nothing happened. Did key on ground blue/wht temp sensor plug on evap, nothing happened. I don’t know enough about electrical to know what to look for. Thanks
