is 190WHP in a b18c1 hard to get??
if you get something around 11.5 - 12.0 compression you could be close but it takes tuning, enough fuel and good cams ctr's would be fine but i suggest a little head work, ie porting for better flow

ctr cams can make good power. i have a friend with a built b20vtec with the following:
12.5:1 compression je pistons
CTR cams
Portflow head
RC 310cc injectors
also running on stock type r computer (no chip)
setup runs consistent 12.6's in a daily driven ek hatch with 200lb driver. setup has been dynoed at 215whp and 150tq with a very good torque curve and that was a base run on 92 gas. wouldnt be surprised to squeeze out 225 with proper tuning

Hey you never know with a properly built block you might be able to pass your goal. I,m thinking you would need atleast 12:1 and ported headwork to make that horsepower.
When I was working on my hybrid with a b18c1, I started with 133hp.
It was easy to go up to 160 hp with just bolt ons. After that, dyno shop was making lots of money from me because I kept coming back and trying different stuff and improving from 160 hp was harder. (At least on my motor).
Even Experimented with 35$ intakes. They gave 5-7WHP but was never consistent.
Experimented with exhaust too.
Final Product is 184.5hp

Copy of AEM CAI made from mandrel bent 3 inch aluminum pipe and k&n filter ($27 from Jcwhitney for the pipe and 45 bucks for the filter)

skunk2 stage 1's, intake manifold, decent i/h/e (not some ebay bullshit), hf cat,
fpr and some tunning will take you to the 190 area....if your motor isnn't a beat pile of ****.

I would like to know what else does your friend have? I don't think he will be able to get any power beyond 175-180 whp. The CTR cams are throwing me, I am not sure how much power will be gained from those.

It can be made with a good breathing set-up and alot of good tuning. Check the ITR forum for EPGonzalez, he made 200 and something whp on a R motor with R cams.
If it`s a GSR motor, you`ll need to crack the motor open and up the compression. You won`t do it with just bolt-ons and tuning. It`s not difficult, but not cheap either.
