Default How do I figure out why my car is running rich?

I'll start off by saying bought a project car 1.5 years ago, and this is my first modded car so my knowledge is subpar.

Okay so after winter I jumped my dead car outside and my A/F guage is running heavily rich. However during shifts it'll drop to 12 on a/f then will spike all the way to rich after.
This is happening on 2009 Honda Civic LX 1.8L w/ G.25 turbo kit and 430cc fuel injectors 107k miles, been modded since 44k.
Was dyno'd at a sports track 7-8 years ago, and all parts have stayed the same since.

So in this situation how do I figure out what is causing the richness? I'm guessing it could be fuel pump/injectors, maybe tune needs to be flashed after completely dead battery or its just out of wack after years. Or maybe sensors like MAP or O2 is dirty however no CE light :/.

I never opened up hondata but i have the cables and device in the trunk and my cousin has an expensive $400 OB 2 car reader,
can either of these give me enough fuel data to maybe pin point the problem so im not throwing parts and praying lol.

Thanks for help and educating me!
