2006 CRV 4Cyl- P01610 New Sensor but Code will not Clear

2006 CRV 4Cyl- P0161 New Sensor but Code will not Clear
The Catalyst was stolen from this car last year. New Cat installed and New Sensors replaced. Code P0161 comes on immediately.
I have 12V to the heater circuit. Ground side of Heater appears good as well. Scan tool shows a constant 4.23 a all the time and the code comes back immediately on a restart
I am at a loss
Where is the O2 Sensor Heater Relay located on this Car?
