Overheating temp rising and going down

Default Overheating temp rising and going down

I’m currently stuck with an issue on my 1993 civic dx with the d15b7, recently while i was driving the car it was normal it was cruising 80+ mph then i stopped and it started heating up, now i went got coolant and filled it up it stayed just fine then in traffic it would start to heat up and before it got to the red it would drop down to operating temp then rise and drop down it would mostly drop after i start moving then it would rise up in temp after being stopped sometimes while im stopped it will drop down, now i did refill it again cause it seemed low, but i dont think its a head gasket issue because i checked spark plugs, oil, and there’s no smoke, but there is some bubbles not big but tiny and the heater isn’t heating much but, the car also doesn’t over heat when i start it up in the morning, fans work and everything

Does the radiator fan come on while standing and idling? Start the car, idle until the temp rises, and at some point the fan will come on.
