I just completed a h22a swap in my 98 prelude. Running really rich. Barely starts. Usually takes several tries. Bogs down and stalls when cold. Once warms up only has about half power and feels like it’s misfiring.

you cannot run skunk2 IM with stock ecu. it needs proper map/tuning
OP didn't mention what ECU is being used. Nonetheless, install for the Skunk2 manifold recommends a tune but it's not required. It should run and drive ok on a stock ECU.
From what I can see of it in the photo, the hacked together wire harness isn't doing any favors. I would check that all of those connections are solid and in the right place before continuing to troubleshoot.
Is the CEL on?
was cam timing checked before install?
has the base idle and base ignition timing been set?

Wrong. It wont run with stock ecu since it deletes butterflies and egr + of course af ration goes whole different with aftermarket IM
ok so should I use the factory us manifold or the euro manifold it came with?
and ca I use the 70mm throttle body still?
Well it depends what kind of mods youre doing. Aftermarket IM gives some gains but then you need some engine management system.
You dont need 70mm tb - it may cause more problems than any benefits. Tb should be matched to your IM. Also stock intake is better than any of those which are sucking warm air from enginebay.
after you get it running for a little bit, pull the spark plugs and see if any are wet, if so then you might have a leaky injector or a bad sparkplug. verify spark on the wet plug. You can also pull each plug wire and put it back while its running to check if a cylinder has a bad plug or wire if it stalls or runs worse.
