The vehicle is a 1996 Accord LX VTEC 2.2. The problem is the passenger side fan won't run without the AC on.

I've tried jumping both ECT Switches, the Thermostat side jumped runs both fans. jumping the front switch (near exhaust manifold) does nothing.

The voltage has been checked on both (12V at both) relays been changed, the fuses checked, the only thing I haven't checked is the fan control module. Any insight on this issue is GREATLY appreciated.
