Default '93 Prelude - Need additional troubleshooting ideas

1993 Prelude 2.2L L4 DOHC

Car ran without issue.
Plugged it into a battery tender for a couple of months.
Couldn't start as the battery was completely dead. LIke dead dead. The functional battery charger would not even turn on.
Replaced the battery.
Accessories all work with turning of the key.
Turning the key will not engage the starter.
I have jumped the starter and it is operating fine.

There is an issue somewhere between the physical key/ignition and the starter.
I have visibly inspected all fuses and they appear ok.

Are there some other things I should be checking?

Check fuses and grounds.
Ignition control module inside the distributor?
Ignition switch?
Main relay?
new capacitors for ECU (there is capacitor kit for that)

Check to see if the clutch interlock switch stopper pad is still there. It may have deteriorated.

That can make your car not start.
