Suspicious hose plugged with suspicious screw (help)

Noticed this hose that went into the engine was plugged with a screw. Here is the screwed off hose Here is where it comes from, viewed from the rear of the intake runner
What is this hose? Is it supposed to be plugged? If not, where does it go?

That looks like it's coming off of the coolant pipe that runs along the back of the motor.
Number 10 in this diagram for the D15... On the D16 there's only one spout that comes off of that water pipe. So I don't know right off hand where it should lead to.
Actually, it looks like there were a few configurations. So maybe the IACV, or throttle body or... something that looks like an oil filter cooler(???) not really sure.

IACV block off, pretty common in these engines for the IACV to go crazy so people plug up the coolant line feeding into because it seems to fix the problem
