Default Valve Spring Sticking and "Twanging"

Honda Accord MkV CD7
1997 2.2 i ES (F22B5 Engine)

Have rebuilt engine following blown head gasket.
Car started up fine following rebuild, however, a "twanging" noise soon developed after running for a few moments.

I stripped the rocker cover and manually turned the engine.
I quickly noticed that the valve springs on 3 & 4 seem to get stuck in the down position and "twang" or "snap" back upwards when I continue to turn the engine.

I have adjusted all of the valves as they were all a little tight (not very tight, but a little) but it hasn't made a difference.

What am I doing wrong? this wasn't an issue before the rebuild so I assume I have messed up somewhere!

Bump to the above - Today I discovered the timing belt has slipped since re-assembly. Could this be a cause of the issue above?

Timing belts don't slip unless the tensioners fail. You probably didn't set the belt properly. Next is to check for bent valves.
