Need help with ignition ACC wiring issue

I picked up a 97 Civic Hatch not knowing how badly it has been treated, I found lots of wiring issues so far but today I was fixing the taped up ignition wires.
It appears there was a remote starter installed in the past and whoever took it out just cut wires leaving exposed ends, the starter wire was just taped together.
Anyways, I ended up being the one to short it out, I shorted the main ignition wire (12v white)
After I finished up I found that when I turn the ignition to ON the dash lights don't come on anymore, not a single light on the cluster lights up.
When I put the ignition to ACC nothing happens, the stereo doesn't turn on, it doesn't turn on in ON either.
When I turn on the headlight switch the cluster does not light up, all that happens is that the temp gauge starts to go up to full Hot
The car starts and runs, the headlights work, tail lights work, didn't try wipers now that I think of it.
When the engine is running the tach doesn't work either, I haven't actually driven the car to see if the speedo works but I doubt it.
I've checked all the ignition wires work as they should, the white 12V has constant power, the white/black ACC wire gets 12v in ACC, black/yellow, black/white, and everything at the ignition works.
I checked EVERY single fuse in the interior and engine bay, every fuse checks out. I first inspected them visually, then went back and checked every fuse with a multimeter, then started replacing old-looking fuses, and finally rechecked all fuses again.
All connectors are plugged in
The white/black ACC wire has power into the fuse box connector but I don't know what happens after that.
To summarize:
Works:
-headlights
-taillights
-warning beeper for key being in the ignition
-warning beeper for headlights being switched on with key out
Doesn't work:
-tachometer
-stereo
-12v DC port
-battery light
-CEL
-cluster lights
-basically the whole cluster
