Default Cylinder 2 and 3 not firing at all

1998 honda civic ex 5sp cylinders 2 and 3 not firing at all except kinda when cruising at 30 with low rpm and throttle, all new fuel injectors and filter, plugs, wires, cap and rotor, icm tested good, compression was 125 140 140 150, has a new tps, iac, and iacv, and I now don't know where else to look. Also when replacing plugs 2 and 3 were black and covered in carbon and 1 and 4 were normal

Check your mech timing as well as the ignition timing with a timing light. Make sure timing belt has not slipped and ignition timing is in spec.

Check your valve lash! Your valves could be tight.

Make sure the plugs are gapped to spec!

Make sure you have spark at all spark plug cable ends! if you don't have spark at the ends of each spark plug cable your issue needs to be traced back to the distributor.

You are pretty low in compression in the cylinder that reads at 125psi compared to the rest, your issue most likely lays there!...

it is also having a p0122 but that's been there for a bit and p0141 but that's because an exhaust leak, the way the idle is fluctuating it sounds like 2 and 3 are firing on occasion but only at idle so I'm wondering if it's a sensor somewhere but it's not telling me anything
