Default 1992 Honda Civic

So I don't know how to start this off but I have received a 1992 Honda Civic VX but the thing is it had a D15Z1 in it and the person I got it from swapped it to a 1998 D16Y7 from a Civic DX I get codes 21 and 22 which makes sense since the D16Y7 doesn't have VTEC. I also get code 14. I cleaned the IACV and I highly doubt that that is the issue. I just don't know what ecu to throw into it. Here's the issues that I have now. When I give it a cold start sometimes it will die 10 times in a row before it starts idling. Or I have to give it a bump on the throttle before it'll stay running. Also once its idling it idles really rough not even enough to show any rpms on the tach. When I barely tap on the gas and I mean barely it surges up and down in rpm until I give it just a little more gas and then it revs up just fine. I did also replace plugs, intake manifold gasket, and cleaned injectors sanded distributor cap points and rotor, and Played with timing a little bit. I'm just running out of ideas. Any help would be appreciated. Thanks.

What ecu is in it now? You need a P06 and a obd2-1 jumper for the dizzy or you can use a B7 dizzy I believe

If you have code 14 it is either the IACV itself or a broken wire somewhere on the way to the ecu.

The ecu in it now is a p07. I also cleaned the iacv and no change.

P07 is the vtec-e ECU for the D15Z1.

On the D16Y7, what intake manifold is on it? I am wondering if the fuel rail, injectors and intake manifold from the Z1 are being used on the D16Y7 head and block.

Also, the exhaust manifold, does it have the catalytic converter right up front with a 5 wire O2 sensor popping out the top of it?

See if you can get the d15z1 from the person you got the car from.

It’s the intake manifold where the throttle body sits right on top. It’s not turned 90 degrees like other engines. Also yes it does have a cat right there with a 5 wire sensor.

What engine harness are you using ? The IACV is a 3-wire unit on the D16Y7 throttle body, and this is NOT compatible with the 2-wire IACV type which is found on the D15Z1 VX engine... which you have the ECU for. This isn't going to work. You will need a complete D16Z6 style intake manifold with T/B, IACV and fuel injectors/rail and get all sensor plugs connected properly to it, along with a P06 ECU as suggested above, and you should be good to go.
