1997 Honda CRV AC Issues

Hi everyone. I posted in the vehicle specific forum for CRV but not getting any response so I thought I'd try here.
I have a 97 CRV with retro-fitted R134a AC system that quit working a few days ago. It worked very well up until then. When the A/C switch is on I get ~5v (engine off) at the 2 pin connector to the pressure switch. When I jump the 2p connector - only the radiator fan powers on and operates - is this normal? Should the AC condenser fan be running as well when the AC pressure switch connector is jumped? Also the FSM states that the pressure switch will not operate if the AC system is below 28psi or above 455psi. My next thought is to have the system pressure tested but the FSM doesn't exactly explain how to do this. I've moved relay's around in the under hood fuse box and still same conditions with repeating the troubleshooting steps. I also have a 97 civic that I pulled relay's from to test with the CRV and still same results so I doubt the relays are the issue.
So my questions are - should the AC condenser fan also be running when the AC pressure switch connector is jumped? How to pressure test the system?
Also, in the Civic - I jumped the 2p AC switch connector and no fans ran but the AC works as normal so I'm not sure if the AC circuits between the 2 cars are different or if there's something really funky going on with the CRV.
