Icon5 crank no start condition, Distributor

Alright, Ive been through the forums and internet, but I got a head scratcher. 2000 honda dx y5 block y8 head, with a cranking, no start condition. Distributor is my first thought. Ran through the typical tests, and checked the resistance in the sensors in the dizzy. heres the rub. I have power 12 v at the black/yellow wire pin 10 on C101 with ignition on. when I plug it into the dizzy i check the voltage inside the distributor at the corresponding wire and there is no voltage. I suspected a broken wire inside the dizzy (highly unlikely its brand new) but when I connect a jumper to the plug wire on the dizzy from the battery, i get 12 volts, and continuity is good as well. Ive pulled the wire and pin, cleaned it, checked to make sure it would make good connection. Nothing. and when i connect it to the dizzy while the wire is out, i still get nothing. This is a new distributor, and in checking the old distributor in the same way, i do get power to the corresponding internal.

Any thoughts?

Sounds like a break in the 12v black/yellow wire between the outer plug and the ICM inside. Use a multi-meter to check continuity between those two positions.

Yep, did that. Continuity is good, and when I connect a jumper wire directly between the battery and the inner distributor plug i get voltage inside the distributor. Its only when I hook it up to the outer plug from that I get no voltage inside. Is there something with the ICM that may be cutting the power for some reason when it comes from the black/yellow wire?

Visually check any fuse that does not have voltage on the top test pins on the fuse.

after that check your main relay.

when you have the key ON(II) but not cranked, you should hear the relay click , and the fuel pump prime.
The check engine light should appear for a couple seconds and go away. Does this happen?

A battery that reads 12v is actually a discharged battery. How old is it? Have you load tested your battery?

have you sprayed starter fluid in and confirmed no spark??

Just replaced the main relay today, the old one was turning on the pump, still no start. I have never had the check engine light. My battery is relatively new (inside of a year). I have opened the dizzy to test for a spark at the igniter. No spark there. All fuses are checked.

the check engine light should come on for a second with all of the other light clusters. Even if the battery is new, confirm it has the power/voltage. Perhaps a wire to the dizzy is bad, check for power there. You can test the wire with a volt meter aswell for continuity
