i assume the bumper was cracked bad and previous owner riveted a metal plate on the back side?
just get another bumper. if you are unable to afford to get another bumper or have it repaired by a professional, then just leave it as is.
if you want to learn, then get yourself a nitrogen plastic weld machine and youtube.
if you want to half *** it, then drill hole at the end of crack, use a solder iron and weld it yourself.
you will need to use plastic filler on the panel. sand, prime, paint

then why post a pic of it that close up that shows it looking like that? If you post a pic from farther back where most people will see it, it might look amazing.
