I have a 1999 Honda Accord 4 cylinder. When I first hit the key it won't start it just clicks as if the battery is dead but there is power like normal. I turn the key back to the off position and hit the key again then it will start as if there is no issue. This does not happen every time, maybe 4 out 10 attempts. There are no check engine lights and everything (relays & fuel pump) seems to be working properly. Also, once started there are no driving issues. I first thought a bad battery connection and noticed the terminals/wires were corroded, so I replaced the wires/connectors and cleaned the terminals, still no luck.

Any other thoughts?

 

Try cleaning the terminals on the starter and make sure they're on snug. The starter is not getting enough power.
