93 Integra random loss of rpms and CEL without codes
So after doing a lot of work to my integra trying to get rid of all of my CEL codes, I still have this one issue that has plagued the car since I bought it. Sometimes after I start the car, warm or cold, the first few minute of driving the car will just suddenly lose rpm, like I am letting off the throttle, and then when I press down on the throttle to try and keep my speed up the car will jolt back up to the correct rpm. This will happen randomly, at all speeds, and in any gear. It does however seem to happen less when the rpm is above 4K. Its almost like the throttle is being cut and then jolted on, sometimes it will even squeal the tires. Recently, after fixing an O2 sensor code, the CEL popped back on, and when I went to jump the two diagnostic wires and check the codes, the CEL would just turn off. Then if I start the car, the CEL would come back. I don't know if these two are related issues, but I'm confused if I have a bad ecu, and if it could be causing the other issue. My only other thoughts on what could be causing something to go wrong are my alternator might be bad, because when I use and electronics, the rpm dips really hard, and the interior lights dim.
Update: The cel went off, then it started to do the random loss of rpm again, and was bucking back and forth. Now it has the CEL on again, and it has codes 20 and 41, but I just checked the o2 sensor with a multimeter the last time I had it out and it seemed to be fine.
You have a ELD malfunction! #20! take care of that it should solve your problem.
Check all your main grounds and go from there! Thermostat ground, battery ground, trans ground, Valve cover ground! etc.

CEL is back off, and when I check all of the grounds with a multimeter they seem fine. Still the CEL randomly comes on and off, and when it lets me read the codes is has code 20 and 41. After looking through a service manual, there isn't even a code 20 in the diagnostic page, and I can't seem to find anyone else getting this code from this year teg.
Also just checked tps sensor and it is reading .5 volts at closed and 4 volts at opened so I don't think that is the issue

I'll retest it since I don't remember if the tps was at 4 or 4.5, but I still feel like that shouldn't be the issue if its only at low rpms. It also doesn't explain the codes. I have no idea what to do about code 20 (ELD) because there is nothing in the forums or manuals about having that code with this specific car. I have heard that the O2 Sensor (41) could cause weird throttle problems especially in low RPM's so I am going to check the sensor again with a multimeter and hopefully find out why it has this code.
eld is built into the underhood fusebox on the firewall.
