Default 1995 accord issues

I am stumped guys, when you turn the key in the on position the cel comes on, fans come on and the fuel pump stays on, after about a minute they both shut off then it will start then die. I have 3 main relays that have been resoldered and it does it with all of them. When it does run it runs great. The only thing I haven't done is change the ECU. Car has 58,000 on it but sat for 20 years. I have replaced the fuel pump and filter,ignition switch also. It is an for 5-6 months now this.

I´d suggest you to not to throw parts in it before doing a good check on the electrical system. Check wiring, grounds, remove and inspect conectors, because as you said, the car sat for 20 years. That of course takes some patience and some time, but if not, you can let an electrician do the work.

I have checked and cleaned all grounds,built a new power wire from the battery to the distribution block and all connecters, everything was in good condition.

Pull the ecu from the foot board. Open it and see if it smells like rotten fish. If it does, your capacitors have blown up from age. If they havent, then they're more than likely on their way to and probably should be replaced. Usually when they go, they leave traces of goop that destroy the etchings.
