1994 Accord theft recovery won't start

Someone tried to steal my father's 1994 Accord. They damaged the ignition module that sits underneath the steering column and is connected to the actual lock cylinder that sits on the right side.
I replaced the ignition module. It looks like they tampered with the actual lock assembly as well, but it turns normally, springs back from the start position, the wires are intact and there is a small green led that stays lit. The chime sounds when I put the key in. However, when I turn the key it releases the steering column lock, but nothing else happens. Also, the dash lights don't come on, but the interior lights work, blinkers, brake lights, and the battery has plenty of charge.
Is there an immobilizer or something that may have gotten tripped? The indicator led in the lock cylinder is green.
I don't want to just buy another lock cylinder assembly without knowing if it will solve the problem because they are $200.
Any ideas? My father is on a fixed income and I don't also want to have to tow the car to a locksmith.
Could they have blown a fuse or damaged a relay when they were screwing with the ignition module? It was completely torn apart and I'm wondering if they shorted something?
