Default TPS low voltage

I have the P0122 code for TPS Low Voltage. I put on a new tps sensor and check the voltage of the wires. The ground is perfect and the yellow/blue wire is delivering 5v. But the red wire that is suppose to be the reference signal is only getting .01 volts closed and 2.6 volts at WOT. I traced the wire all the way back to where it plugs in under the driver side dash and it gives the same .01 volts the whole way. There is no spot on the wire that has bad coating or corrosion. I also adjusted the tps sensor but it only changes the volatge slightly up to .03 closed and 2.8 WOT. I don’t know what to check next. If anyone has any suggestions I will gladly take them thank you!
