Default Emergency! Heat stroke!

I have 2 issues going on and I have to fix at least one this week or I will die. It’s getting hot out. My car is a fricking Sauna.

Issue 1:
Is that my AC doesn’t work. The pump kicks on so I decided to try charging it. I started the car and kicked AC on max. It was 57 degrees out. The bottle said at 57 degrees it should be filled to 25-30psi. I hooked it up and it was at 75 already! I let some out until it was 25 and it still didn’t work. I emptied it completely and recharged to 25, still nothing.

Issue 2:
Is that if I roll down a window or open the sunroof while driving down the road I get a bad gas smell. Quickly. Doesn’t matter if they are cracked or wide open. With the windows all closed, no smell ever. If I have the dash vents on full blast with the windows up i get no smell. But this isn’t sufficient for keeping cool on a hot day with no AC. I park in a garage and zero gas leaks from the car ever. I have an evap code. From the diagrams I can find on the net it looks like the evap pulls fresh air from the cabin in front of rear seat?? Is it possible that rolling down the windows creates a vacuum in the cabin that pulls fumes from that vent?? Like maybe if something is broken on the evap canister. I never have a gas smell ever if the windows aren’t opened WHILE driving down the road. There is NO gas smell INSIDE or OUTSIDE the car at all with the car running and just setting still, even with windows down. Which is why I think a vacuum situation caused by windows down driving sucks the fumes from tank into cabin? Can anyone verify for me that there is a fresh air vent in the cabin that hooks to the evap canister???
