When I had working a/c (compressor shaft broke) I had to do this same thing.
It has nothing to do with gas mileage for myself though.
I have very long hair, so windows rolled down at highway speeds means I'm going to end up with a face full and mouth full of hair. Well, unless I happen to have a hair tie on me, but they pull my hair sometimes.
I've found opening the moonroof keeps the car cool, but my hair doesn't go wild.
So if you have a female passenger or someone else with long hair, you might want to take that into consideration.
