1998 Accord starting issue
My issue began as the car would only start when the CEL showed up. If you turned it to on and the CEL didn't show up, it will not start. I would literally have to just sit and wait and the moment it appeared the car would start right up. It also died once at a red light and I had to restart.
In an attempt to fix this issue I pulled it into my garage and began removing the timing cover to get to the crankshaft position sensor as it seemed that this would maybe be my issue.
I proceeded to start removing what I needed to and then realized that it also needed new spark plugs, seals, and wires. I figured since I already had the cover off I may as well change all the timing components and water pump as well.
I did get it to start and run once (poorly), figured my firing order was off and so I looked that up, got it proper, and then it would just crank forever and never start.
After attempting it so many times, the starter **** out; replaced starter and now it just cranks forever still.
So I purchased a spark plug tester kit and it doesn't seem to have spark, so i replaced the ignition coil. The spark plug tester still doesn't have any reaction when I hook it up. I checked the ignition coil fuse, it is fine.
To sum all this up, it now has new wires, plugs, ignition coil, starter, timing components, water pump, and crankshaft sensor. Fuel pump engages fine. So I'm beginning to think it has something to do with the original issue, the CEL is not showing, and it is not starting.
I have double checked my timing and everything seems to be lined up as it should be. I'm really wanting to get this thing out of my garage as it is about to be winter and my wife and I cannot get our main vehicles into the garage. Any input would be much appreciated.

Yeah possibly, but this was a free car that was given to me and that was one of the things that it needed when I got it so that was changed somewhat recently. It was a used part though.
I have a bit of an update, I tested for continuity on the ignition coil harness and it is good, and tested the rest of the cylinders with the spark plug tester and I seem to be getting spark on 1/4 cylinders. It flashes which according to the kit I got means that it is fuel related.
I find this odd because when I initially pulled it in the garage to work on it, it had no fuel issues to speak of.

Ok I have another progress report, I rechecked my timing and re-did it all basically and now it is firing on all cylinders.
The first time I tried to start it after fixing timing it backfired real bad so I reassessed the firing order, made sure it was correct, and now it's just cranking again. But I at least got all cylinders to fire as they should, but the light on my spark plug tester was flashing still which indicates a fuel issue, but I find it odd that it would develop a fuel issue while sitting in my garage.

You should try replacing the fuel pump relay. When I bought my 2000 Accord I'd replaced all those items only to have my starting issue persist.
I recommend just pulling it from a scrap yard and see if it does the trick. It will be located underneath the drivers side dash.
