Default Pulling SRS codes

I know where the yellow connector is under the dash to reset the SRS light, but how do you pull/read the codes stored? I thought it was using the OBD2 port but mine doesn't seem to have the wires in the connectors mentioned in other threads. (wasn't it slot 4 or 5 on top from left and slot 9 on bottom left?). My 1999 Honda Civic EX doesn't have a wire in slot #9 on the OBD2 port.
Trying to figure out why my light came on in the first place. Nothing changed since my last drive and it suddenly came on after starting it up one day. All original car. No mods of any kind

Honda's PGM Tester is generally the way to do it but has a few more functions than the standard OBD2 reader. Besides that you can jump the two-wire connector and count the blinks.

Perfect. That's exactly what I was looking for. There was another thread mentioning jumping 2 wires on the OBD plug (pin 4 and 9?). I know exactly where this plug is. If I'm not mistaken, you also jump this connector while adjusting or setting the ignition timing.

@Feriohhh : so I had the 1-1 code (open circuit driver airbag).
After the 1-1 code displaying, it's stayed on perminantly, indicating an "intermittent failure" according to the Helms manual.
Took it into dealer(finally!) for the airbag recall today (1999 Honda Civic EX)
Came home, ran the code test/reading, and NOW.... it still displays/reads the 1-1 code BUT repeats indefinitely, indicating a "perminant failure". So what gives? Why would the dealership replacing the airbag inflator cause this code go change from intermittent to petminent?
Just trying to figure how to fix this issue myself. Horn works but cruise does not. Possibly cable reel? Perhaps two unrelated issues?

Check your cruise control clutch pad switch... it is the lower one on the clutch pedal arm closest to the pedal pad. If it is missing or damaged, cruise control cannot be set.

If you're getting a 1-1 code after replacing the inflator then I would take it back to the dealer and let them sort it out.

With cruise also being an issue, it could be what @JRCivic1 mentioned or the cable reel is going out (among other things). When you push the Cruise On/Off button on the dash to the left of the wheel does it light up?

Yes, button on dash ights up green. To clarify the 1-1 srs code : I pulled this code before the inflator was replaced under recall. It's just before, it was displaying "intermittent", meaning the code repeated only once. Now, after airbag recall replacing, it's a "perminant" failure, meaning the 1-1 code repeats indefinitely.
Rubber stopper in both brake and clutch are intact and the switch seems to push in all the way when both are at rest
