Default Less power / locked up brakes

I have a 96 accord that got stolen and when I got it back it now has these problems

Surgeing Idle
it feels like the brake is engaged while I drive but it might be a lack of power .. I’m not shure

i can’t do a compression test because it has a no crank no start issue, I got to push start it.

we’re should I start with getting the power back , or finding out I it’s the brakes

also the engine was out of oil when I got
it back .. when it runs no knocking or weird sounds from the engine

its brakeing/ low power the whole time it’s on.
I never get a burst of power or anything

Compression test can be done without starting the vehicle. Compression is checked by turning the crank or the pulleys, and you measure compression one by one on each cylinder with the engine off. Just turn it over by hand.

Start with compression and then see what's happening

Id call your insurance and tell them what the repair costs will be, they'll total it out and write you a check.

I didn’t have full coverage
only liability

and I got this car taken off my insurance after it was stolen and returned

Problem solved: the air filter was really really dirty
it’s now running at full power .. but the clutch is slipping

Glad it was a cheap fix for the power issue, must have been REALLY REALLY dirty.
