Default 2010 Civic no brake lights

Hey guys, I got my first Honda after owning mostly American V8 vehicles. I’m having an issue where the brake lights are always on if the headlights are on. If I pull fuse #15 on the inside I am able to run the headlights and no taillights but the brake lights will work. Brake lights function normally as long as the headlights are off. I’ve replaced all the bulbs, the battery and alternator. Redid the ground in the back. Any suggestions would be great. Also when the brakes are applied with the #15 fuse in the front parking lights come on and interior lighting dims as if the headlights got switched on

Don't know why the brakes would turn on, but it should be fuse #12, under the hood.
